According to the BOLT roadmap, the project will have four key phases:

BOLT Network is a globally scalable system for fast, secure access to entertainment. Powered by Zilliqa. Tokens also provide additional utility by giving discounts when used, compared to fiat gateways. 20% of BOLT profits is burnt (in tokens) per year, similar to a Binance model for the BNB token.
BOLT Data - BOLT tokens are bundled with data plans with telcos for mainstream adoption.
BOLT Education - Digital education for the world-at-large in collaboration with Oxademy.
BOLT Global - Network of telcos and content partners around the world, including emerging markets like Bangladesh, Kenya, Malaysia, with more users added as the network scales with additional partners.
